To cross the state border of Ukraine, it is necessary to have official identity documents: a regular ordinary or biometric passport. As well as permission to enter the country of destination: visa or residence permit.

When planning a stay of up to 90 days (six months) visa or biometrics. If more than 90 days – temporary residence permit (temporary residence permit (Permesso di soggiorno, PDS)).

It is important to remember that you have a health insurance policy for a period that is a few days longer than the expected period of stay in the destination country.

The right of a citizen of Ukraine to leave Ukraine may be temporarily restricted in the following cases:

  • The citizen is aware of the information that constitutes a state secret. Departure from Ukraine of a citizen of Ukraine who is acquainted with the information that constitutes a state secret of Ukraine may not be allowed in the cases provided by the Law of Ukraine “On State Secrets”. A citizen who has been granted access and access to a state secret in the manner prescribed by law, and who was actually aware of it, may be restricted in the right to travel to a permanent residence in a foreign state until the relevant information is declassified, but not more than years from the date of cessation of activities related to state secrets. Departure to states with which Ukraine has international agreements providing for such departure and consent to be bound by the Verkhovna Rada of Ukraine is not restricted. Restrictions must be brought to the notice of citizens by the owner or his authorized body, the head of the educational institution, the command of the military unit during hiring (training) and enlistment in military service, related to access to information that is a state secret.   • A precautionary measure has been applied to a citizen in accordance with the procedure provided for by the criminal procedure legislation, under the conditions of which he is prohibited from traveling abroad – until the end of the criminal proceedings or the abolition of the relevant restrictions.
  • In the case where a citizen is convicted of a criminal offense – before serving a sentence or release from punishment.
  • When a citizen evades the fulfillment of obligations imposed on him by a court decision or a decision of other bodies (officials), which is subject to enforcement in the manner prescribed by law – until the fulfillment of obligations or payment of alimony arrears
  • The citizen is under the administrative supervision of the National Police – until the termination of supervision.

Entry into the EU is allowed to those citizens who:

  1. have on hand a document for crossing the border (passport, child’s travel document, diplomatic passport, etc.);
  2. can justify the purpose and conditions of their stay in the EU;
  3. have sufficient financial resources both to stay in the EU and to return to Ukraine, or are able to obtain them legally;
  4. are not on the list of persons banned from entering the EU;
  5. do not pose a threat to public order, security, public health or international relations.

In Italy, there are several options for entry permits (certificates):

  • Certificate per turismo – “tourist”.
  • Certificate per familiare – “family” – issued to a spouse, minor children, adopted children, relatives, dependents of Italian citizens, for the purpose of family reunification. This type of certificate is issued for a period of 2 years with the right to extend.
  • Certificate per dimora – “housing” – this type is suitable for wealthy citizens who bought real estate in Italy or entered into a long-term lease. This certificate excludes the opportunity to work or study in the country, as well as to conduct business activities.
  • Per lavoro – “employees” – each year Italy provides quotas for foreign workers. The average is 30,000 people a year.
